How does the European college system work?

I ask because I am considering studying international, but apparently it's set up different from American colleges? Like, here in America you can do the classes related to your major and minor, and then whatever else if you have the hours left over. But from what I've heard in European colleges, you can only do things related to your major/minor, with nothing extra? Is this true?
